Bio/hist Note The Southern Okanagan Land Company, est. 1908-1919, subdivided land from the Canadian/American border north for approximately 22 miles. The Company installed an irrigation system in the Vaseux Lake area. In 1918, the Provincial Government of British Columbia bought the property for soldiers' settlement purposes. The government also paid for the construction of an irrigation system: the Southern Okanagan Lands Project. Largely built between 1919 and 1927, it reached from McIntyre Bluff to the Canadian/American border. The main irrigation canal was often referred to as the "ditch". The Southern Okanagan Lands Project was administered by various provincial ministries from 1919 to 1973. The water provided by the Land Project played an important role in the growth of orcharding in the South Okanagan, and the development of the communities of Oliver and Osoyoos. In 1964, the Southern Okanagan Lands Irrigation District (SOLID) was formed. It qualified for federal government funding for the rehabilitation of the Southern Okanagan Lands Project, under the Agriculture and Rural Development Agreement. In 1973, the provincial government relinquished control of the Project to SOLID. In December 1989, the functions of the irrigation district were assumed by the municipalities of Oliver and Osoyoos.

Bio/hist Note The Southern Okanagan Land Company was established from 1908-1919. Ca. 1920, the provincial government of British Columbia established the Southern Okanagan Lands Project for irrigation and domestic water supply purposes. The Southern Okanagan Lands Irrigation District (SOLID) was established from 1964-1989. In 1974, all the functions of the Southern Okanagan Lands Project were turned over to the SOLID. In 1990, the municipalities of Oliver and Osoyoos assumed the functions of the Irrigation District.

Bio/hist Note The British Columbia Provincial Police Force, "B" Division, Boundary District, had its headquarters in Penticton. It had a detachment and a constable for each area in: Coalmont, Princeton, Keremeos, Fairview (now a ghost town), Greenwood, Midway, and Grand Forks. Each detachment filed reports. Daily journals of the Penticton Station were kept by Constable J.J. McConnell, W.J. Hatcher and R. McDonald, 1919-1931.
Summary British Columbia Provincial Police Force, "B" Division, Boundary District, Penticton Headquarters records include: maps; wanted posters; jail books; vouchers; financial reports, 1915; constables' journals for Penticton, Greenwood, South Okanagan, Boundary and Similkameen areas, 1918-1931; correspondence with other police districts and with Victoria Headquarters; correspondence files, 1919-1931, containing daily, weekly, special and annual reports, and monthly analyses on crime and social concerns in Coalmont, Princeton, Hedley, Keremeos, Fairview, Midway, Greenwood, Phoenix, Grand Forks and Cascade; financial receipts; Inspectors' annual reports. Also includes: a prisoner' effects and description book, 1914-1926, stating the charge against and the occupation, age, height, weight, and language spoken by each prisoner. Princeton reports, 1921-1931, include details on: assaults, branding violations, thefts, boot-legging, deserted wives, drug offenses, land and forest violations, liquor violations, Motor Vehicle Act violations; sex offenses (prostitution); the sick and the destitute; and suicides. Fairview reports include jail calendars, reports from the government agent, and vouchers. Inspectors' annual reports contain: personal information on the various Constables such as background, experience, and marital status; details on payment of witnesses; and details on bounties on noxious birds; reports on census of waterfowl on Vaseux Lake, and Doukhobor problems at Cascade; beef shipment certificate, 1931.
Finding Aids A file list is located with the records.
General note Files 40-1113 to 40-3500 were organized and numbered by the Penticton Museum. The remainder of the collection is in its original order and bears the original file numbers. This collection needs to be properly arranged, described, and put in archival quality file folders and boxes. Maps and wanted posters have been separated from the main collection.

Bio/hist Note In the early 1860's, the Colony of British Columbia established a station at Osoyoos Lake near the American Border. This was a strategic point for a number of transportation routes. W.H. Lowe worked as Chief Constable, Gold Commissioner, Acting Magistrate and Assistant Collector of Customs from 1862 to 1872. John Carmichael Haynes served variously as a Member of the Colonial Legislative Assembly, Gold Commissioner, a Justice of the Peace, and an Assistant Collector of Customs. Lowe and Haynes were responsible for upholding the law in the Southern Kootenay area, the Boundary Country, the Okanagan Valley and the Similkameen Valley. British Columbia became a Canadian province when it joined the Dominion of Canada in 1871. Summary. .Penticton Court House records include two hand written volumes, 1867-1887. One is a letter book of H.W. (William Hamilton) Lowe and J.C. (John Carmichael) Haynes containing copies of correspondence and reports sent to the British Colonial Government Office and the Canadian Government, 1862-1872. The second volume is a case book kept by Justice J.C. Haynes for the Osoyoos Lake Police Court of the District of Yale Country Court, 1867-1887. The above records pertain to: gold rushes and mining; collection of customs; smuggling; the value of cattle, other livestock and goods; land surveys; pre-emptions, and development; Okanagan Indian reserves and Indian-settler conflicts; government financial transactions; the weather; crime and criminals among whites, Chinese and Indians in the Southern Kootenays, the Rock Creek area, Mission Valley (present day Kelowna), the Similkameen Valley, Keremeos and other areas in the Boundary Country and the Okanagan Valley. Included in the letter book are reports to the Collector of Customs, to the Commissioner of the Department of Land and Works in Victoria, and to Judge Peter O'Reilly, Standing Magistrate at Yale. Also included is a Osoyoos Meadows time sheet for five employees over a two month period.
General note A typed transcript of the two volumes has been made by the Penticton Museum. Although the transcript contains some errors, it gives the general gist of the original manuscripts which are difficult to read.

Bio/hist Note Similkameen City was planned to be established about 2.5 miles west of Hedley but never came into existence. Some of the material was donated to the Okanagan Historical Society, Similkameen Branch, by J. R. Kidston, a lawyer in Vernon, in 1966.
Summary Similkameen City collection 1900-1903 includes: map of mineral claims of Keremeos, Hedley and Nickel Plate Lake areas, 1900, showing proposed site of Similkameen City and the Columbia and Western Railway; and correspondence pertaining to the attempt to establish Similkameen City, 1901-1903.
