AAC Rationale Statement (by the chief forester)

The Timber Supply Review

The British Columbia Forest Service is required by law to formally review the timber supply in all timber supply areas (TSA) and tree farms license (TFL) areas in the province. A review of each of the areas is completed at least once every five years. The main objectives of the Timber Supply Review are:

to identify the economic, environmental and social information that reflects current forest management practices including their effects on the short- and long-term timber supply

to identify where improved information is required for future timber supply forecasts; and,

to provide the chief forester with information to make any necessary adjustments to the AACs.

The first round of the Timber Supply Review was completed in December 1996. Work is well under way in the second round of the review and by December 2001, new annual allowable cuts (AAC) will be determined for all TSAs and TFLs.

The Kootenay Lake TSA, located in the southeastern portion of B.C., is over 1.13 million hectares. The TSA includes the communities Nelson, Creston and Kaslo. The current AAC for the Kootenay Lake TSA was set in 1995 at 700,000 cubic metres.

The Timber Supply Review involves a five-step process which takes 30 months from start to completion. The status of the Kootenay Lake Timber Supply review is approximately 7 months into the process.

On May 5th, 1999, as part of the current round of the Timber Supply Review for this TSA, the data package and information report were released for a 30-day public review. Written comments were accepted until June 7th, 1999. It is expected that the timber supply analysis report and public discussion paper will be released by late 1999.
